keyboard layout in TSX - key sequences typing En only when En is current!

Hello team!
keyboard layout in key sequences typing only when English is current!
I mean if i change current system layout to Russian for example, and click on Key Sequence command wich is on English writed, i recieve only spacebars.
Maybe it depends on virtual keyboard driver or something?

It is possible to fix that?
